TOWARDS A NEW ERA FOR EVALUATION - TWAEA INVITES ASHE TO PARTICIPATE IN THE INTER-AGENCY STAFF EXCHANGE AMONG JUAA, TWAEA AND ONESQA


It has been more than a year since the COVID-19 spreads all over the world, and the economy and education have to make significant changes in response to the post-pandemic era. As a result, the annual tripartite exchange program among Taiwan Assessment and Evaluation Association (TWAEA), Japan University Accreditation Association (JUAA), and the Office for National Education Standards and Quality Assessment (ONESQA) of Thailand was still held online in 2021. This year, the Agency for Science and Higher Education (ASHE) from Croatia was invited to join in the program, hoping to promote the evaluation of higher education to a new era through the sharing of practical experience.

The webinar was held on July 9 and the theme was “QA System: Retrospect on 2020 and Prospect for the Future.” Participants from four regions discussed the changes in the quality assurance system after the impact of pandemic experienced in Europe and Asia, as well as the challenges and problems to be overcome in practice. JUAA from Japan shared its approach of re-examining the evaluation system, revising evaluation standards and strengthening the communication with stakeholders. ONESQA from Thailand highlighted the digitalization in the training module for reviewers, and provided research studies and on-site simulations. TWAEA from Taiwan emphasized the optimization of quality assurance practices during the coronavirus crisis. Finally, ASHE from Croatia gave a briefing on the organization and reviewed the adjustment measures for the evaluation mechanism under the pandemic.

Under the rapid changes in technology and the severe competitive environment, we hope that through continuous interactions among the professional evaluation agencies, we can rethink contingency plans and measures to optimize the practices, so that we can look forward to the innovative future in higher education quality assurance and keep in touch with the international trends before the pandemic goes away.
