As higher education becomes increasingly internationalized, with growing emphasis on cross-border talent development and student learning outcomes, demonstrating the quality and distinctive strengths of academic programs—and continuously enhancing them through internationally oriented quality assurance—has become an important priority for higher education institutions. To support these efforts, the Taiwan Assessment and Evaluation Association (TWAEA) has developed the TWAEA Program-level International Accreditation (T-PIA), which provides academic departments and degree programs with a rigorous international peer review process to evaluate educational effectiveness, strengthen internal quality assurance, and enhance international credibility and visibility.
T-PIA takes a program’s mission and educational goals as its starting point and provides a holistic review of curriculum design, teaching and assessment, student learning outcomes, faculty and resources, student support, internal quality assurance, and sustainable development. The framework recognizes the diversity of higher education systems, institutional missions, academic structures, and disciplinary contexts across countries. Rather than applying a one-size-fits-all model, T-PIA considers each applicant program’s distinctive context, stage of development, and educational priorities when evaluating its quality, effectiveness, and commitment to continuous improvement.
More than a one-time external review, T-PIA is designed around a continuous improvement cycle—Define, Design, Deliver, Assess, and Enhance—that connects mission and goals with curriculum planning, teaching and learning, outcomes assessment, and improvement actions. Through self-assessment and international peer review, programs can demonstrate their achievements while reflecting on future priorities, identifying strengths and areas for improvement, and engaging in constructive dialogue with international peers. In this way, accreditation becomes not only a means of demonstrating quality, but also a catalyst for long-term program development and a stronger culture of continuous improvement.
In response to the rapid growth of English as a Medium of Instruction (EMI) in higher education worldwide, TWAEA has also developed T-PIA for EMI Programs. Designed specifically for programs in which English serves as the primary medium of instruction, this accreditation places additional emphasis on the rationale and objectives of EMI implementation, curriculum structure, English-medium teaching and assessment, student achievement in disciplinary learning, faculty professional development, academic and language support, resource allocation, and internal quality assurance.
T-PIA for EMI Programs is not intended to assess the English proficiency of individual students or faculty members. Instead, it focuses on the quality and effectiveness of student learning. The review considers whether a program has established coherent and appropriate curriculum, teaching, assessment, and support systems that enable students to learn disciplinary content effectively through English, develop relevant academic and professional competencies, and achieve the intended learning outcomes. For institutions actively advancing EMI or preparing students for an increasingly international environment, international peer review offers an opportunity to examine how well EMI policies, curriculum design, and teaching practices translate into student learning, while identifying practical directions for further enhancement.
At the heart of T-PIA is a shift from traditional quality assurance to leveraging quality assurance to drive development. Whether programs seek to build on existing strengths, advance curriculum and teaching reform, enhance their international profile, or evaluate the effectiveness of EMI implementation, T-PIA offers a quality assurance pathway grounded in international perspectives, professional peer review, and continuous improvement.
TWAEA welcomes applications from higher education institutions in Taiwan and abroad. Academic departments and degree programs interested in T-PIA are also encouraged to contact TWAEA before submitting a formal application. Based on each program’s needs, TWAEA can provide guidance on the accreditation framework, standards, and preparation process, and assist in planning an appropriate scope and timeline for accreditation.
